This is awesome. I know on UWO campus you can use the tools from Purple Bikes but you first have to hunt them down in a back alley of an upper floor of the UCC.
As for if this would work in London, I think this and many other projects/installations could work if placed in the proper place. If you put one of these right in front of the Downtown London office, the Police Station or other locations where there is high traffic and people around at all hours of the day it might work, but you're right to be concerned if the tools would be stolen.
This sure would come in handy though.
